League Objectives, Procedures and Rules
“THE OBJECTIVES OF THIS ORGANIZATION ARE TO PROVIDE THE OPPORTUNITY TO
LEARN THE GAME OF BASKETBALL IN A POSITIVE, CONSTRUCTIVE ATMOSPHERE OF
COMPETITION. REFLECTING GOOD
SPORTSMANSHIP AND QUALITY PLAY WHILE DEVELOPING MEANINGFUL RELATIONSHIPS AMONG
THE PERSONNEL, SCHOOLS, AND ORGANIZATIONS OF OUR CATHOLIC COMMUNITY.”
Coaches will be governed by the decisions of the
league directors; if necessary a meeting of coaches may be called to resolve
unusual or complicated issues. The
president of Saint Mary and Saint Joseph boosters would also attend this
meeting.
The league will begin on Saturday November 27, 2004
and continue through fourteen weeks of play.
LEAGUE BYLAWS
1)
Each
team shall consist of NO LESS than nine (9) nor more than twenty
(20) players. Schools with only one
team at a divisional level may occasionally be below nine with special
permission.
2)
In
order to be eligible, a player may not have reached their thirteenth birthday
prior to September 1, of the current season, and must be in the sixth grade or
below.
3)
The
player must attend the parochial school for which they will represent. Exceptions can be made with the full
approval of the coaches.
4)
Each
player must be certified by the school principal that the player is passing in
three-fourths of their subjects.
5)
Each
team must submit a team roster prior to the first game of the season. Additional players may be added or deleted
from a team roster until December 1 of the current season. The league administrator shall be notified
before a player may participate. Any
special cases regarding eligibility will be determined by the league
administration.
6)
Any
parish which has more than one team in the league shall abide by the following
limitations:
a.
Each
team must have a distinct and separate head coach.
b.
Each
player must remain on the same roster for the entire year.
7)
In
case of inclement weather, all teams will be notified of cancellation on the day
of the games. We will play if at all
possible.
8)
A
team will be permitted ten (10) minutes past the scheduled starting time
to field five roster players without danger of forfeiting the game. At no time will a team with five roster
players present be granted additional grace time. The game shall start as soon as five players are available, if
not the game shall be forfeited.
Extraordinary circumstances can be declared cause for delay by the
league administrator.
9)
If
the coach of record is not in attendance, a substitute coach must be designated
to the officials.
10)
Only
coaches, players, manager and team scorer are permitted on the team bench
during a game.
11)
Coaches
will be responsible for the conduct of the players and his team’s fans at all
times while on the premises.
12)
The
game ball will be furnished by the league and will be the intermediate size
ball.
13)
Unless
otherwise noted the league will be governed by the 2004-2005 Kentucky High
School Athletic Association Federation Rules published by the National
Federation of State High School Associations (except for timeouts). Officials will be in complete charge of
administering these rules.
14)
Games
will consist of four (4) six (6) minute quarters, with one minute breaks
between quarters. Halftime will be a
minimum of three minutes and a maximum of ten minutes. Overtime, if needed is three minutes. Timeouts will be four (4) per game each of
one minute in length.
15)
Hostility
among officials, coaches, players and fans will never be acceptable and is contrary
to the ideals, goals, and standards of this league and the organizations in
it. As such, ungentlemanly or
unladylike conduct will be dealt with in a severe manner by the league
administration.
16)
When
a team no longer has five (5) eligible players to play the game, the last
eligible player will remain in the game, any additional fouls committed by that
player shall result in a two shot foul and the opposing team will be awarded
the ball at mid-court.
17)
The visiting
team shall be responsible to arrange for non-conflicting primary colors to be
worn in their game. Skins/shirts or
plain unnumbered tee shirts are never acceptable.
18)
Once
league games are scheduled, they will not be changed by the league. If games are changed, it must be worked out
in advance and the league notified by Thursday 9 P.M. of the change for that
weekend.
RULES SPECIFIC TO 5TH &
6th GRADE
PRESS
There shall be no backcourt pressure applied when a
team is ahead by eighteen (18) or more points.
SUBSTITUTES
When a team’s lead expands to fourteen (14) points
the highest scorer in the game must be replaced. As the spread expands by four (4) the next highest scorer is
replaced. Each additional two-point
expansion of the score shall result in substitutions. When the point spread exceeds twenty-four (24) points the five
top scorers may not reenter the game until the point spread drops below fifteen
(15). All removed players can be
re-entered if the lead goes below twelve (12).
If this results in less than five eligible players the trailing team
shall select the player to remain in the game.
